Development Permission

As per section of the T&CP Act: any person or body intending to carry out any development on any land shall make an application in writing to the Planning Authority or Development Authority for permission in such form and containing such particulars and accompanied by such documents and plans as may be prescribed.

For Offline Permission

Application is to be made through Form 1 (DOWNLOAD) (as per rule 5) of the T& CP Act along with
1. Annexure A (for change of Use of Land) (DOWNLOAD)
2. Annexure B (for Erection/ Re-Erection) (DOWNLOAD)
Available from the Dispatch Personnel of the Planning section of BDA at any office-working day from 10:30 am to 3:00 pm free of cost or it can be downloaded from the site.

• ROR of the land. [LR Porcha]
• Land Deed with sketch Map.
• Land Tax Receipt of current Bengali year.
• Document for signature verification (Pan Card/ Driving License/others)
• Plot shown in Mouza Map Marked in red.
• 2 copies of Site Plans showing dimension of plot for which development permission is sought for (marked in red), abutting plot Nos, abutting road width, nearest landmark etc. [one original & one photocopy].
• Sanctioned Building Plan of existing building from the competent authority/ other documents in support of the claim (if building already exists).
    • All the pages of the documetns have to be signed in blue ink by the applicant & the signature should be same as in land Deed or PAN Card.
    • All photocopies have to be legible and in good quality.
    • All documents need to be brought in original for verification during submission of form.

A. Documents for Land Details
• One Photocopy of filled up form for Receiving.
• ROR of the land (LR Porcha).
• Land Deed with Sketch Map.
• Land Tax Receipt of Current Bengali Year.
• Document for signature verification (Pan Car/ Driving License/ others)
• Conversion Certificate of LR Department.
• Empanelment Certificate of the Planner.
• Development permission of BDA for Change of Use of Land and Money Receipt of the same.

B. Documents for Building Plan
• 4 Nos of Amonia Print of Site plan showing dimension of plot, abutting plot nos, abutting road width along with roof plan of the building with dimensions in appropriate scale showing the Plans, Elevation, Sections, Services, etc.
• 4 Nos of Amonia Print of Building Plans in appropriate scale showing the Plans, Elevation, Sections, Services, etc.
• NOC from WBF&ES, Soil test report, Structural drawing etc.
• Softcopy of Building Plan in Auto CAD Format [CD] in 2008 version or lower.
• Area Calculation Sheet.

All drawings shall have to be drawn, certified and signed by a competent LBS/ Architect/ Structural Engineer/ Geo-technical Engineer empanelled in BDA.
All dimension should be in Millimeters.
All the pages of the documents have to be signed in blue ink by the applicant & the signature should be same as in land Deed or PAN Card.
All photocopies have to be legible and in good quality.
All documents need to be brought in original for verification during submission of form.
